Well. I am sort of "borrowing" the basic idea for this, but go with me. If R.A.B. is in fact Regulus Black, and if he did in fact steal the real locket Horcrux, then this is a much more interesting phrase then it used to be: "also a heavy locket that none of them could open"
OotP, Pg.116, when they are cleaning out the Black family's cabinets. Then again, sometimes a locket is just a locket. And R.A.B. may not be Regulus. And even if it is, he may have succeeded in destroying the Horcrux. Who knows? But I found it an interetsing conspiracy theory, and who doesn't love a good Harry Potter conspiracy theory?

also Kreacher could have played a role in getting the locket, remenber how the boat could not hold 2 wizards, kreacher wouldn't count.
and i think regulus is mentioned one or two times in HBP in regard to the slug club. something about being an excellent potions students
yeah i am really not this smart i just read muggglenet editorials
but yeah i am half-way convinced that r.a.b is regulus but the only draw back is that it all seems to easy to point to regulus
